STARS FIRE BACK AT MAVS WITH $378M ARENA COMPLEX PROPOSAL

          "In an apparent effort to jump-start downtown arena
     talks," the Stars have proposed a $378M complex near the West
     End Historic District, according to Todd Gillman of the
     DALLAS MORNING NEWS.  Gillman notes the proposal is "far more
     detailed than anything" the Mavs have unveiled and it is
     "starkly at odds" with what the Mavs seek -- "a distinction
     that underscores the widening rift between the teams."  The
     Stars' proposal calls for a $220M replacement for Reunion
     Arena, leaving $158M for related development.  It would hold
     19,000 for hockey and 20,200 for basketball, with 150 luxury
     suites.  The teams would share equally in control, a concept
     that Mavs officials "reject," and each would sign a 30-year
     lease.  In a letter to city officials yesterday, Stars Owner
     Tom Hicks promoted his proposal as "an economic magnet for
     downtown Dallas" that would generate $30M annually in local
     and state tax revenues.  Mavs Owner Ross Perot Jr. has
     proposed a $1B megaproject that includes offices, retail
     shops, condos and apartments (DALLAS MORNING NEWS, 1/22). 
     Hicks said progress must be made in the next 30 days on a
     joint arena with the Mavs, or he'll look to negotiate his own
     deal with the city, according to David Markiewicz of the FT.
     WORTH STAR-TELEGRAM.  Tom Luce, attorney for the Mavs and
     Perot, Jr.'s Hillwood Development Corp.: "We call that the
     threat du jour.  This is not a constructive way to proceed"
     (FT. WORTH STAR-TELEGRAM, 1/22).
