NFL HAS EYE ON SAN DIEGO STADIUM "EXPANSION FLAP"

          The debate over the expansion of Jack Murphy Stadium
     "has the NFL biting its fingernails," according to Nick
     Canepa in the SAN DIEGO UNION-TRIBUNE.  San Diego hosts Super
     Bowl XXXII, and if, for some reason, stadium construction is
     halted or can't be completed, "the NFL has a serious problem
     on its hands."  NFL Dir of Special Events Jim Steeg: "The San
     Diego people are pretty confident; I think we're OK."  It
     would be "terribly difficult" to move the Super Bowl to
     another city on short notice, and "basically impossible" to
     put it in a warm-weather site.  Stadium expansion at Jack
     Murphy could be halted if the city is required to put the
     project up for a public vote.  A group of San Diego voters
     has recently filed petitions to the city to bring the measure
     to a public ballot (SAN DIEGO UNION-TRIBUNE, 1/22).
