STADIUM NOTES

          In Buffalo, preliminary talks are underway to build a
     downtown twin-rink complex that the Sabres would use for
     practices and training.  Meetings will be held next month
     between the Sabres and city officials.  The rink would also
     be used for public skating and amateur hockey leagues
     (BUSINESS FIRST, 12/16)....In the Twin Cities, St. Paul
     Civic Center Exec Dir Chris Hansen will begin negotiations
     to lay down principles for a lease under which an NHL team
     might operate (Minneapolis STAR TRIBUNE, 12/17)....An
     editorial in the DETROIT FREE PRESS examines Palace
     Entertainment Managing Partner Bill Davidson's proposed $45M
     auto racetrack at the Michigan State Fairgrounds: "If
     Detroit is to have genuine competition among its
     entertainment venues, the racetrack plan would seem to merit
     due consideration" (DETROIT FREE PRESS, 12/17)....An deal
     allowing the Texas Motor Speedway to be exempt from paying
     millions of dollars in property taxes will be considered for
     final approval today by the Ft. Worth Sports Authority and
     the City Council (FT. WORTH STAR-TELEGRAM, 12/17).
