WAS HOUSTON BALLPARK BALLOT TRULY THE COMEBACK KID?

     The voting on Proposition One's 51-49% victory in Houston
was examined by John Williams of the HOUSTON CHRONICLE.  Absentee
ballots showed the referendum was behind 58-42%, or about 23,000
votes.  However, on Election Day, "an uncommon inner-city
coalition of affluent white voters joined with lower-and middle
class minority voters to counter suburban middle-class voters"
and put the proposition over the top.  The final margin of
victory was about 16,000 votes.  Houston Mayor Bob Lanier: "I
really thought it could go either way" (HOUSTON CHRONICLE, 11/9).
