The NCAA Council will sponsor legislation recommended by the
Special Committee on Agents and Amateurism and the Committee on
Financial Aid and Amateurism that would allow student-athletes in
Division I to work in the off-season during the school year,
earning up to the value of the cost of attendance at that
institution. Full scholarship student-athletes in their first
year at school would still be restricted from working during the
school year. The cost of attendance is a figure determined by
each school's financial aid office that includes scholarship
costs -- tuition, room and board, books and fees -- plus an
average of additional costs such as travel to and from campus and
home. The rule would allow students to earn the difference
between the scholarship and the cost of attendance. The council
will also sponsor additional legislation that would allow
Division I-II student-athletes to participate in activities
related to radio, TV, film, stage and writing projects. The
student athlete would only be allowed to accept travel expenses,
participate outside the regular playing season, and they must be
academically eligible. All proposed legislation will be voted on
at the NCAA Annual Convention, January 11-15, in Nashville, TN
(NCAA).
