LEGAL DELAYS ADDING UP FOR THE MURPH

     According to San Diego City Manager Jack McGrory, legal
delays in the $66.6M expansion of Jack Murphy Stadium will add
$2.5M in overtime construction shifts, plus "untold millions" for
inflation on labor and materials.  Barry Bloom of the SAN DIEGO
UNION-TRIBUNE writes, in order for the city to meet its lease
agreement with the Chargers, the expansion must be completed in
time for the '97 season.  Three tax activists, however, are
appealing a decision by a Superior Court judge affirming the use
of city revenue bonds to fund the project.  The group has vowed
to go to the CA Supreme Court should they lose the appeal.
McGrory feels work on the stadium must begin no later than
January '97 -- or the deadline won't be met (SAN DIEGO UNION-
TRIBUNE, 5/19).
