LEAGUE NOTES

     In the current issue of GOLF DIGEST, economics writer David
Sanger examines the PGA Tour's strategy for dealing with the
dropped FTC investigation into TV rights and player appearances
regulations.  PGA Tour Commissioner Tim Finchem focused his
effort on dealing with Congress, which was undergoing a review of
the FTC's budget.  Arguments such as the amount of charitable
money raised at Tour events -- seen as "irrelevant" by some
commissioners -- resonated with Congress (GOLF DIGEST, 3/96
issue)....In L.A., Ross Newhan examines MLB's changing economics
and the labor situation: "Everyone is on the same page, talking
about a payroll tax, but differences over the rate, threshold at
which it would kick in and length remain" (L.A. TIMES,
2/14)....The CFL faces legal action over Birmingham Barracudas
Owner Art Williams' $3M expansion fee.  Williams was the only
U.S. owner to pay the full fee (VANCOUVER PROVINCE, 2/13).
