PATS NEW PLAN STILL RELIES ON TAXPAYER SUBSIDY

     A new 70,000-seat football stadium in South Boston to be
proposed by Patriots Owner Robert Kraft would cost approximately
$176.6M, according to the BOSTON GLOBE.  The plan calls for
taxpayers to contribute "roughly" $65M which would be earmarked
for infrastructure costs.  Convinced that state and local
officials will not publicly fund a facility, Kraft and Massport
Exec Dir Stephen Tocco are exploring ways to raise private funds,
such as rights fees for luxury suites and PSLs (David Halbfinger,
BOSTON GLOBE, 2/14).  GLOBE columnist Joan Vennochi questions
several aspects of the plan, especially the $65M.  Other
questions:  How much of Kraft's own money will be used as opposed
to Bank of Boston financing; who pays for public transit
improvements; and who gets the parking revenue? (BOSTON GLOBE,
