VIRGINIA STADIUM AUTHORITY LOOKS AT LOTTERY FOR BALLPARK

     The Virginia Baseball Stadium Authority (VBSA) last night
approved a measure to ask the state Legislature to authorize
special lottery games to raise $11M a year to pay off stadium
debt, according to the WASHINGTON POST.  Eric Lipton writes this
move reflects a "growing consensus" among stadium advocates the
stadium cannot be built without public funds, while VBSA's
Kenneth Crovo says the group is trying to make the public
contribution as small as possible.  A stadium will not be built
unless the area gets an MLB team.  Should that happen soon, VBSA
hopes to break ground by March '97 on a 45,000-seat, open-air
complex in western Fairfax County or eastern Loudoun County
(WASHINGTON POST, 1/11).
