TIGER STADIUM TRADITIONALISTS THREATEN NEW PLAN

     A lawsuit by the Tiger Stadium Fan Club against MI Gov. John
Engler and the state "is already causing delays on the ballpark
project and could pose a more serious threat," according to
today's DETROIT NEWS.   A lawyer for Detroit's Downtown
Development Authority warned the suit could "place the entire
project in jeopardy."  The Fan Club alleges the state bypassed
the Legislature by spending funds without a vote.  In order for
the state to grant its portion of financing for the project --
$55M from the Michigan Strategic Fund -- the city and Tigers must
have an agreement by December 31 (Basheda & Linsalata, DETROIT
NEWS, 12/13).
