LEGAL GLITCH IN MILWAUKEE WILL REQUIRE FEDERAL APPROVAL

     A legal "glitch" in the Brewers stadium project has been
discovered "and it's going to need quick action by Congress to
fix it," according to lawyers for the county and stadium board.
The problem is in the original 1949 deed under which the Veterans
Admin. conveyed the land to the county to build the existing
stadium.  Under that deed, "if the county ever divested itself of
the land, it reverted to federal ownership."  Federal legislation
must be passed by January in order for groundbreaking to begin.
A bill would alter the deed so when the county divests itself of
stadium land, ownership does not revert to the federal
government.  WI Gov. Tommy Thompson will be the point man with
the Republican-controlled Congress on the legislation (Kenneth
Lamke, MILWAUKEE JOURNAL SENTINEL, 11/24).
