FROM THE CITY OF RED TAPE: MORE PROBLEMS FOR NEW DC ARENA

     Robert Johnson, the President of Black Entertainment
Television who had contested the District of Columbia's plans for
an arena financed by Bullets/Capitals Owner Abe Pollin, "has
taken legal action to halt the project," according to this
morning's WASHINGTON POST.  Johnson, who had "appeared to bow
out" of the process last fall, filed a motion with DC's Board of
Contract Appeals alleging that the city broke its rules on
competitive bidding and seeking reimbursement for the $200,000 he
spent preparing his unsuccesful bid (Haggerty/Fletcher,
WASHINGTON POST, 7/12).
     A LOOK AT COOKE'S BOOKS:  In his first public commets on the
proposed 78,600-seat stadium in Prince George's County, MD,
Redskins Owner Jack Kent Cooke said the project would generate
more than $500M in tax revenue for the county and state over the
next 30 years, with $141M to go toward paying off stadium bonds.
While sources said Cooke has been contacted about moving to L.A.,
he said he is "dedicated" to the MD site (Neal/Abramowitz,
WASHINGTON POST, 7/12).
