CFL RELEASES STATEMENT TO CLARIFY ITS DRUG POLICY

     The CFL disputed recent criticisms that the league lacks a
drug policy.  The CFL's policy is based on "progressive
rehabilitation," or, as the release states, "giving the offender
a second chance."  The policy covers drugs and alcohol, but does
not apply to steroids.  The policy calls for fines up to $2,000
and suspensions up to three games for first-time offenders.
There is "zero tolerance" for second-time offenders, with
penalties including fines up to $5,000 and suspension from the
league for one year to life.  The league, along with the CFLPA,
is in the process of working towards a testing program, which it
hopes to have in place "in the near future" (CFL).  Allen Pitts
of the Calgary Stampeders pleaded guilty yesterday in a Montana
court.  He was caught in possession of illegal steroids and fined
$500 (Mike Gantner, TORONTO SUN, 6/16).
