unwittingly sided with a minority that blocked a proposed change
in league voting procedures from three-fourths to a two-thirds
minimum count.  This is a voting change that Huizenga still needs
to approve the cross-ownership issue that has many clubs
skeptical -- especially with baseball owners like George
Steinbrenner and Peter Angelos knocking on the Tampa Bay
Buccaneers door.  And if the policy doesn't change by June 1996,
