Connecticut Gov. Gives Legislators Ultimatum On Sports Betting

Connecticut Gov. Dannel Malloy said that legislative leaders have "one week to decide" whether to work with him on sports betting or "wait for a new administration next year," according to Alex Putterman of the HARTFORD COURANT. Malloy said that although he "doesn’t care much whether such legislation gets done while he’s in office, he thinks Connecticut would face a competitive disadvantage if lawmakers don’t act." Malloy continues to "negotiate with Connecticut’s two federally recognized Indian tribes on the question of where sports bets could be placed and how gaming revenue would be split." The tribes have "claimed they have exclusive rights to operate sportsbooks in the state, while legislative leaders have asserted otherwise." Malloy, who will leave office in January, "cautioned that sports betting would not necessarily generate dramatic revenue for the state but that failing to keep up with neighbors could cost Connecticut a chunk" of the more than $200M it currently "reaps each year from the casinos" (HARTFORD COURANT, 8/3). Asked about the prospects of a special session on sports betting later this summer or fall, Connecticut state Sen. Martin Looney "was noncommittal." Looney said, "That depends on the end result of the (negotiation) process" (CTMIRROR.org, 8/2).

COMING SHORTLY: An MGM Resorts spokesperson said that "large-scale access to mobile sports betting could begin as soon as next week" in N.J., adding that the "paperwork is all but complete." When asked when the N.J. Division of Gaming Enforcement is expected to approve playMGM, the casino’s sports betting app, the spokesperson said, "It’s a day-to-day thing" (N.Y. POST, 8/3).

SHIFTING LANDSCAPE: A DESERET NEWS editorial states that widespread legal sports gambling is about to "become a reality" in the U.S. That means "integrity and anti-fraud enforcement should take center stage." It also may "require action by Congress." Independent and "aggressive federal oversight, as well as strict rules about transparency, may be the only way to assure all parties are honest." As virtually every aspect of the game, from "injury reports to new coaching strategies, potentially becomes the subject of a wager, information and insider knowledge will become increasingly valuable." That means all such information "must be made public immediately" (DESERET NEWS, 8/3).
