Carson City Council Could Approve Raiders-Chargers Stadium, Despite Vague Details

The Carson (Calif.) City Council tonight could decide to approve an NFL stadium for the Chargers and Raiders, but it would be a decision "based on faith," because many of the details "are still unknown," according to Logan & Fenno of the L.A. TIMES. Specifics of the $1.7B proposal "have been scarce, at least publicly." NFL owners "will get an update" on the Carson and Inglewood projects, as well as St. Louis' proposal at a meeting in N.Y. tomorrow (L.A. TIMES, 4/21). In California, Scott Reid cites city council officials, documents and team officials as showing that the venue "would be controlled by a stadium authority appointed by the Carson City Council." The documents show that Cardinal Cavalry, a company set up by the Chargers, will "transfer the title to the 157-acre stadium site to the Carson Reclamation Joint Powers Authority, a government agency set up in February, if the stadium project is approved" tonight. If approved, control "would then be turned over to a stadium authority either appointed by the city council or elected." The Chargers and Raiders "would be responsible for all financial liabilities related to the stadium." The NFL would also provide $400M "toward the building of the facility from a special new stadium fund." Analysis of the project commissioned by the city council shows that the teams would also be responsible for as much as $37M "in street improvements and other stadium-related infrastructure costs over a 5-year period" (ORANGE COUNTY REGISTER, 4/21).

DOWN BY THE RIVER: In St. Louis, Jim Thomas reports the Regional Convention & Sports Complex Authority has named Hunt Construction Group/Clayco as "construction manager for the proposed riverfront stadium" on the north edge of downtown. Hunt/Clayco will "lead a joint venture" with St. Louis-based firms KAI Design & Build and Legacy Building Group. They all will "report to John Loyd who was hired in February as developer's representative to consult on stadium construction and design." In addition, Kwame Building Group is "joining the project to provide project management support services." Meanwhile, Thomas reports the Rams "may be spending several days of training camp" in Southern California. The Cowboys are reportedly "close to finalizing a deal to have the Rams visit them for several days at their summer training camp home in Oxnard, Calif., about 60 miles north" of L.A. (ST. LOUIS POST-DISPATCH, 4/21).
