SPURS OFFICIALS STRESS THAT TEAM'S FUTURE IN VOTERS HANDS

          Spurs officials said yesterday that the November 2
     referendum is the team's "last attempt to get a new arena in
     the city," according to Travis Poling of the SAN ANTONIO
     EXPRESS-NEWS.  Spurs attorney Tullos Wells and Exec
     VP/Business Leo Gomez said that the franchise "wouldn't
     reopen negotiations with the city for a downtown arena if a
     county plan" for a $175M arena by Freeman Coliseum "is voted
     down."  The referendum, for which early voting begins
     Saturday, seeks to raise the city's hotel-occupancy tax from
     15% to 16.75% and the city's car rental tax from 10% to 15% 
     Gomez: "The voters are going to decide if they want this
     kind of project or not. ... At some point in time, we've got
     to understand that no means no" (EXPRESS-NEWS, 10/14).
