IS PATRIOTS' STADIUM PACT ROWLAND THE WRONG WAY?

          CT Gov. John Rowland was "visibly frustrated" at a
     press conference yesterday, where he "backed away from the
     prospect of meeting the April 2 deadline" when the state
     "must convince" Patriots Owner Robert Kraft that the CTG
     Resources steam plant can be moved in time to start
     construction on the new facility, according to Cassidy &
     Felson of the BOSTON GLOBE.  Rowland's remarks "were the
     strongest indication so far that the Patriots' move to
     Hartford could be derailed."  Rowland: "We're in worse shape
     now in negotiations than we were when we began."  Kraft said
     in Phoenix yesterday, "We'll have to see what happens in
     April" (BOSTON GLOBE, 3/18).  Rowland called CTG Resources'
     $48M request to relocate its corporate headquarters
     "unrealistic, impossible demands" (HARTFORD COURANT, 3/18). 
     Rowland "may go to court and use the state's powers of
     eminent domain to seize the land," but the state would have
     to pay CTG "the market value of the property, and no money
     had been budgeted for that" (N.Y. TIMES, 3/18).
