          In Raleigh, Ned Glascock reports that one day after the
     Centennial Authority "flatly rejected" the "demand" by
     building contractor Hensel Phelps for up to $12.5M in extra
     funds to finish the city arena by mid-October, seven weeks
     late, the "most fundamental questions about the project
     remained unanswered.  When will the building open?  Will it
     cost more money?  If so, who will pay?" (NEWS & OBSERVER,
     3/11)....A front-page feature by Christopher Hepp of the
     PHILADELPHIA INQUIRER questions whether a new Phillies
     ballpark should be "part of downtown."  Two non-downtown
     sites under consideration are South Philadelphia and Port
     Richmond (PHILADELPHIA INQUIRER, 3/11).
