RALEIGH ARENA MIRED IN DISPUTES AND LIKELY TO BE DELAYED

          CO-based Hensel Phelps Construction said that it will
     need an extra $12.5M to "speed up work on the behind-
     schedule" Raleigh Sports Arena, just to finish by October
     20, "seven weeks late," according to Ned Glascock of the
     Raleigh NEWS & OBSERVER.  But the Centennial Authority,
     which oversees the arena, "flatly rejected" the proposal,
     "insisting that the building be finished on budget and on
     time" by September 1.  The dispute "seems increasingly
     likely to land in court," since each side "blames the other
     for delays and cost overruns."  Construction delays could
     "jeopardize" the start of the seasons for the Hurricanes and
     the N.C. State basketball team (NEWS & OBSERVER, 3/10).
