NEED FOR SPEED: IL TOWN GIVES APPROVAL FOR $100M SPEEDWAY

          After two previous "false starts" in IL, a speedway
     partnership between ISC and IMS "has been given the green
     light" to build a $100M speedway in Joliet, IL, according to
     Art Golab of the CHICAGO SUN-TIMES.  The Joliet Zoning Board
     and City Council approved in a unanimous vote Tuesday the
     annexing of 930 acres for the 75,000-seat, 1.5-mile oval
     track.  Motorsports Alliance is a partnership between ISC
     and IMS, and the new track "is guaranteed to host" at least
     one major race on each circuit.  Operators say one or two
     other major races will also be added (CHICAGO SUN-TIMES,
     1/20).  In Indianapolis, Bill Koenig reports that the two-
     year delay in finding a site for the track means it won't
     open until at least 2001 (INDY STAR-NEWS, 1/20).
