L.A. ARENA PROPOSAL ALMOST READY TO BE SUBMITTED

     Negotiators representing the Kings, Lakers, city of Los
Angeles and the L.A. Convention and Exhibition Center Authority
are working out the final details on a proposed $240M downtown
arena, according to David Bloom of the L.A. DAILY NEWS.  The plan
could be officially submitted to the city by as early as today
and officials are "pressing" to wrap up talks by this weekend
before many of the principals leave for vacation.  L.A.
Recreation and Parks Commissioner Steve Soboroff said the speed
of the negotiations are designed to "head off" objections from
L.A. Mayor Richard Riordan and other city officials who have
complained about the length of negotiations (L.A. DAILY NEWS,
8/15).
