JACKSONVILLE LEARNING FOOTBALL IS A COSTLY GAME

     Spectator Management Group, which runs Jacksonville
Municipal Stadium, has requested nearly $1.6M to cover the cost
of running the facility, reports Earl Daniels of the FLORIDA
TIMES-UNION.  The city had budgeted $4.5M for running the stadium
in its first year as home to the Jaguars and some on the city
council expressed "displeasure" at the additional sum.  $1.3M of
the request would come from a rebate on a city health insurance
policy, the rest from existing ticket surcharges (FLORIDA TIMES-
UNION, 6/25).
