REPORT SHOWS RAVENS LACKING QUALIFICATIONS TO RELOCATE

     Ravens Owner Art Modell "met only one of the relocation
guidelines addressed in a confidential report to NFL teams made
by Commissioner Paul Tagliabue," according to the Cleveland PLAIN
DEALER.  While Tagliabue stated in the report that the then-
Browns "met some, but not all" relocation guidelines, the report
only mentioned three -- fan loyalty, team operating losses and
stadium adequacy.  On the fans, Tagliabue said Cleveland fans
have "few, if any, peers in the NFL or in any professional
sport."  On the team's financial standing, Tagliabue said the
team had not incurred losses, but had "substantial cash flow
problems."  On the stadium, Tagliabue said it was not an adequate
NFL venue.  Among the guidelines not addressed, according to the
PLAIN DEALER's Tony Grossi:  "The degree to which the ownership
or management of the team contributed to the need to relocate"
(Cleveland PLAIN DEALER, 4/9).
