THE GENTLEMAN FROM NEW YORK SAYS NO TO YANKEE STADIUM PLAN

     U.S. Sen. Daniel Patrick Moynihan (D-NY) said Saturday it is
unlikely New York Mayor Rudolph Giuliani's plan to replace Yankee
Stadium with a new ballpark on the West Side of Manhattan will
ever be any more than a dream, according to the N.Y. TIMES.
Moynihan cited such hurdles as environmental impact reviews.
Moynihan: "I just don't think we've fully absorbed how very
difficult it is to carry out public works now in New York City."
Giuliani defended the plan and said, "Senator Moynihan is not
involved in this process, so maybe he doesn't know the
background."  Giuliani added that with no federal funds required,
Moynihan will not have the opportunity to "approve or disapprove
the process" (Andrew Revkin, N.Y. TIMES, 5/12).
