THE TORONTO BILLS? NFL SOURCE SAYS WILSON SHOULD CONSIDER IT

          NFL execs have "advised" Bills Owner Ralph Wilson to
     "strongly consider" moving to Toronto if he decides to
     relocate his franchise, according to Marty York of the
     Toronto GLOBE & MAIL.  Wilson has told New York state and
     Erie County officials that he needs more than $60M in public
     money to renovate Rich Stadium.  One NFL exec, in Canada for
     other matters, told York: "We never want to see a franchise
     move ... But I will tell you that, if Mr. Wilson exhausts
     every avenue in New York and concludes that a move must be
     made, he's been told that he should give Toronto a good
     look."  The source said that Wilson plans to contact Sun
     Media CEO Paul Godfrey, who is heading a group eyeing an NFL
     franchise in Toronto, to see whether they could work
     together if the Bills do move to Toronto.  Wilson could not
     be reached for comment (Toronto GLOBE & MAIL, 7/11).
