DC Council Drafting Legislation To Pay $150M For Soccer Stadium

A coalition of DC Council members is drafting legislation that would authorize Mayor Adrian Fenty to "spend $150M in public money to subsidize construction of a soccer stadium" for MLS United in Southeast DC, according to sources cited by David Nakamura in a front-page piece for the WASHINGTON POST. The 27,000-seat stadium would be "included in a larger, mixed-use development at Poplar Point, a 110-acre swath of parkland along the Anacostia River" across from Nationals Park. The city would "finance construction bonds with excess tax revenue being collected by [DC] to pay for the baseball stadium," and United would "be responsible for any costs above $150[M]." Sources said that the legislation "could be introduced at the council's next legislative meeting Tuesday." Fenty in February "floated essentially the same plan as the one being developed by the council members, but he backed off after the proposal was made public." Council member Kwame Brown said of the $150M plan, "There have been so many different scenarios, and that's one of the last ones that I've heard. I need to see exactly what that means." Council member Mary Cheh: "I just don't think we should be an ATM for sporting authorities, unless they can make a compelling case to me." Nakamura notes United officials have "been eager to complete a deal before the council goes on summer recess in mid-July, but the timetable is tight," as the stadium legislation, after being introduced, would "require a public hearing, a committee markup and two council votes" (WASHINGTON POST, 5/28).

Sandy, Utah, Still Planning To Provide $10M For
Real Salt Lake Stadium, Despite County Opt-Out
REAL SALT LAKE: In Utah, Rebecca Palmer reports Sandy, Utah, is "moving forward" with plans to provide $10M for MLS Real Salt Lake's soccer stadium "despite a Salt Lake County decision to opt out of the funding package." Sandy Economic Development Dir Randy Sant yesterday said that the city plans to "create a commercial development area to fund a 20-year bond for the money." Sant added that property-tax money would "fund about half the payments, at least at first." The rest of the payment would be "borrowed from property-tax funding being raised by places such as the South Towne Mall." Palmer notes the $10M is the "last step in a $45[M] public funding package" for the $110M stadium (DESERET NEWS, 5/28).
