MLB Executive Council Approves Drug Testing Amendments

Selig Says MLB Meeting Objective Of
Having Toughest Drug Policy Possible
The MLB Exec Council, meeting in Milwaukee, yesterday unanimously approved the drug testing program amendments initially negotiated with the MLBPA last month. The provisions, set to be ratified by the full ownership today, mark the third time the CBA has been reopened to revise the sport's testing policy since '05. They include increased frequency of testing, certification standards for strength and conditioning coaches, and additional job protections for the program's administrator, Dr. Bryan Smith. The union is still in the process of approving the pact. MLB Commissioner Bud Selig: "I've maintained regular contact with the trainers and doctors, and the whole culture is very, very different. It's all changed so dramatically. And that was the objective, to have the very toughest policy we could." The new provisions were those recommended in last December's Mitchell Report, and ones that Selig had not already implemented and were subject to collective bargaining.

COMMUNITY SERVICE: Selig yesterday strongly hinted that punishment in the form of community service had been meted out to some baseball execs in connection with the Mitchell Report's findings, but stopped short of definitively saying so. In the Mitchell Report, Giants Managing General Partner Peter Magowan told Mitchell he and GM Brian Sabean did not properly follow through on suspicions of alleged steroid use by Barry Bonds. "I spent many months debating all that, and the important thing was to move forward," Selig said. "However, I think when somebody is asked to do many, many hours of community service, that's what we should do. We're trying to stop the use of all these things, working on it, and doing community service to me was a more meaningful mechanism [than suspensions] to solve the problem. ... I've said, and I think it's been misunderstood, that anybody disciplined is doing a lot of community service. And I think most people involved believe that that was their discipline."
