Pittsburgh Mayor, Execs Argue Over Steelers Land Purchase

Pittsburgh Mayor Luke Ravenstahl has blamed Pittsburgh-Allegheny County Sports & Exhibition Authority (SEA) Exec Dir Mary Conturo for "failing to tell board members that a prime North Shore property would be sold to the Steelers," according to Jeremy Boren of the Pittsburgh TRIBUNE-REVIEW. Ravenstahl: "I think that they have a fair amount of concern in that they were not made aware of it at all. But we were relying on [Conturo] to do that." City Councilman Bill Peduto said that they "feared that 3.82 acres of taxpayer-owned North Shore real estate across from Heinz Field -- known as Lot 6 -- would be sold to the Steelers for $1[M], well below what developers and landowners believe it's worth." Ravenstahl "downplayed those concerns" and said that the city "did not agree on a $1[M] sales price." However, a city lawyer "signed a legal settlement that mentions the figure." Ravenstahl said that "any money the Steelers pay to buy the land eventually would be credited toward $2[M] in road and traffic-signal improvements," which the Steelers in a November State Supreme Court settlement "promised to make." Boren notes "one clue about the team's intentions comes from its developer," Continental Real Estate. Continental President Frank Kass on March 19 said that his company "offered to pay the [SEA] $1[M] for Lot 6." Continental has the "exclusive rights to develop land" between Heinz Field and PNC Park under an '03 land "option agreement" between the Steelers, Pirates and SEA (Pittsburgh TRIBUNE-REVIEW, 4/25). In Pittsburgh, Mark Belko reports the November court settlement, which divided the "costs of traffic improvements needed for" a new North Shore casino, "caps the Steelers' share at $1.5[M] but gives the team a credit for the purchase price" of Lot 6. Peduto estimated that the parcel "could be worth eight times as much, based on other sales in the area" (PITTSBURGH POST-GAZETTE, 4/25).
