MLB, Union Close To Completing New Drug Testing Deal

MLB and union leaders are now targeting Tuesday or Wednesday to complete and announce a historic third mid-agreement revision of the sport's drug-testing program this decade. The much-anticipated latest set of amendments, the subject of steady negotiations for weeks and coming on the heels of last December's release of the Mitchell Report, will likely include more rigorous year-round testing, greater independence in the program's administration, and provisions to make further modifications in the future without the need to formally reopen the entire labor pact. Still not finalized, however, are penalties for players named in the Mitchell Report. MLB Commissioner Bud Selig, according to industry sources, has veered slightly from the Mitchell Report recommendations and wants some sort of penalty for the named players such as a fine or mandatory counseling. The union wants little or no punishment, particularly since much of the steroid use outlined in the report predates the implementation of a full drug-testing policy for the sport. The extended discussions have pushed striking a deal beyond the original targets of the beginning of Spring Training last month and then before last night's Braves-Nationals domestic season opener in DC.
