USOC, USADA, MLB & NFL Team To Form Anti-Doping Research Group

The USOC, USADA, MLB and NFL have joined together to form the Partnership for Clean Competition (PCC), a collaborative research effort against the use of banned and illegal substances in sport. The partnership marks the first time major American sports entities have teamed to underwrite anti-doping research. The four Founding Partners collectively have committed $10M to the PCC, and each will have one representative on the group's BOG, which will oversee research. The NBA, NHL and the PGA of America are participating and contributing financially to the effort (USOC). The USOC, NFL and MLB are all contributing $3M, with the USADA donating the other $1M (AP, 1/10).  In N.Y., Juliet Macur writes that after "learning about several high-profile and widespread federal drug arrests last year regarding the manufacture and distribution of performance-enhancing drugs, [USOC Chair Peter] Ueberroth and other committee officials began discussing the need for a stronger effort to fight doping."  Ueberroth indicated that "each entity [the USOC] contacted wanted to be a part of the project" (N.Y. TIMES, 1/11).  BALCO Founder Victor Conte "was critical of the announcement of PCC, calling it 'more about propaganda than change." Conte indicated that MLB "could be more efficient by funding more frequent tests." But Ueberroth "disputed the criticism that creating PCC is a public relations move," indicating that it is "an attempt to expand drug testing, even at the high school level." Ueberroth: "We are not trying to punish and catch athletes. We are trying to develop an inexpensive, easy testing system that serves both professional athletes and society and elite amateur athletes" (USA TODAY, 1/11).

GOLF: GOLF WORLD's Ron Sirak writes in a cover story that the PGA Tour has "been able to act relatively quickly" in instituting a drug-testing plan, which begins in July, "without having testing weakened by becoming a bargaining chip with unions."  PGA Tour Exec VP/Communications & Int’l Affairs Ty Votaw said, "We are the players' association. We are both [MLB Commissioner] Bud Selig and [MLBPA Exec Dir] Donald Fehr." Golfer Paul Goydos, who "once used steroids prescribed by a doctor to help torn rib cartilage heal faster, was among the few willing to speak publicly against the testing plan." Goydos: "I think it's the stupidest thing I've heard in my entire life. What's a performance-enhancing drug? Please tell me that. There's nothing out there that makes you make more putts." Sirak notes Tour players and agents "fret that the first failures will involve recreational substances such as marijuana." The PGA Tour "reserves the right not to make public the names of those who test positive for drugs of abuse" (GOLF WORLD, 1/11 issue).
