The St. Louis Cardinals promoted Michael Girsch to assistant general manager.
Minor League Baseball hired Jessica Watts as coordinator of business services and Mark Labban as a business development assistant.
The independent Atlantic League’s Long Island (N.Y.) Ducks promoted Michael Pfaff to president and general manager.
East Carolina University hired Jamie Johnson as associate athletic director for compliance. Johnson was assistant athletic director of compliance at Rutgers.
The University of Kansas named Doug Hopkins director of ticket operations. Hopkins was director of ticket operations for the Kansas City Chiefs.
The University of Texas at Arlington promoted Gregg Elkin to senior associate athletic director for external affairs and Kevin Fralicks to associate athletic director for development.
Conover Tuttle Pace promoted Todd Graff to vice president of public relations and hired Courtney Megliola as an account director for sports public relations and Tara Mulloy as an account executive.
Gigunda Group named Terry Spilde vice president of ideation and innovation. Spilde was executive creative director for GMR Marketing.
True Speed Communication promoted Mike Arning to senior vice president and hired Ron Green as vice president.
Bloomberg L.P. hired Steve Flatow as the head of marketing for Bloomberg Sports.
Fox Sports Media Group named Marla Newman senior vice president of sales for Fox Sports Interactive Media and Jason Wormser vice president of production for Fox Soccer. Newman was group vice president for MTVN Digital, and Wormser
Learfield Sports named Kevin Farlow and Brad Thomas senior directors of business development in the company’s Plano, Texas, headquarters. Farlow will handle sales in the Southwest, and Thomas will oversee Southeast sales.
NASCAR promoted Blake Davidson to vice president of licensing and consumer products and added chief sales officer to the title of vice president Jim O’Connell.
Dale Earnhardt Inc. executive vice president and general manager Jeff Steiner resigned.
Red Bull New York named former MLS player Mike Petke individual developmental coach and business operations manager.

Kwik Goal hired Richard Hartis as technical director. Hartis was senior academy goalkeeper coach for Manchester United.
Athletic Republic named former NHL player Dave Karpa director of hockey. Karpa will be based in Athletic Republic’s Orange County (Calif.) facility.
VF Corp. promoted Steve Rendle to VF vice president and group president of Outdoor and Action Sports Americas; Scott Baxter to VF vice president and group president of Jeanswear Americas and Imagewear; and Karl Heinz Salzburger to VF vice president and group president of international.
Under Armour promoted Kip Fulks to executive vice president of product.
The Ultimate Fighting Championship announced the retirement of UFC competitor Chuck Liddell, and named Liddell executive vice president of business development.
