Belgian Division A side Excel Mouscron named JÜRGEN RÖBER its new sporting director. The 63-year-old former player last coached Turkish side Osmanlispor. Mouscron CEO PAUL ALLAERTS said, “He has the ideal profile for this post” (DH NET, 6/21). ... Spanish second division side Rayo Vallecano named DAVID COBEÑO its sporting director for the next three years. Cobeño was the team's goalkeeper from '08-16 (MARCA, 6/21). ... Scottish Premiership side Rangers confirmed the appointment of MARK ALLEN as director of football. The 54-year-old will start work on July 7 as he "ends a nine-year stint" as academy director of Man City (SCOTSMAN, 6/20). ... GARRY FISSENDEN quit as New Zealand Rugby League chair after three years in the role. Fissenden announced his resignation at a board meeting on Wednesday and will be replaced by REON EDWARDS as NZRL interim chair. Fissenden had been on the board for eight years and his departure comes a few months before New Zealand co-hosts the 2017 Rugby League World Cup. Also leaving as a board member is TIM GIBSON, who resigned after three years of service (STUFF, 6/21). ... Chinese digital sports company LeSports COO YU HANG joined DDMC Sports Group as advisor to the chair and will report directly to JIANG LIZHANG. Yu will be responsible for DDMC Sports Group's strategic focus, implementation, expansion and integration of top int'l sports resources (DDMC Sports Group).

COACHES/MANAGERS: Belgian second division side Westerlo and Manager JACKY MATHIJSSEN mutually decided to end their collaboration. The relegated team made the announcement on Wednesday. Mathijssen joined the club in September after Westerlo fired BOB PEETERS (LA MEUSE, 6/21). ... Spanish second division side Nàstic hired coach LLUÍS CARRERAS, who replaces NANO RIVAS. Carreras' last coaching job was with Real Zaragoza, which he left after the '15-16 season (SPORT, 6/21). ... Spanish Basketball League (ACB) club Iberostar Tenerife named NENAD MARKOVIĆ its new coach, replacing TXUS VIDORRETA. Vidorreta left Iberostar Tenerife to take over as coach of ACB club Valencia (EFE, 6/20). ... Former S.League side Tampines Rovers head coach AKBAR NAWAS was named head coach of Philippines club Global-Cebu, "just a month after a short-term gig as technical consultant" (ESPN.com, 6/21). ... I-League side East Bengal unveiled KHALID JAMIL as its head coach for the upcoming season "even as uncertainty remained around the structure of India's football calendar" for '17-18 (PTI, 6/21).
