League Notes: Ireland Cricket 'Cautiously Optimistic' It Will Achieve Test Status

Ireland said that it is "cautiously optimistic" it will achieve Test status in June after the Int'l Cricket Council announced a new process for associate nations wishing to become full members. Ireland's application "must go before a newly-created membership committee which will decide if the various criteria have been met." The new criteria involves areas like governance, finance, the performance of the national team and development programs (BBC, 4/27).

A multi-party group of lawmakers dealing with sports issues approved a bill that "would make sports doping illegal in Japan, in the lead-up to the 2020 Tokyo Olympics and Paralympics." The proposed legislation, which does not "stipulate penalties but clearly states that using or aiding in the use of banned substances by athletes will not be permitted," will be submitted to the ongoing Diet session with the aim for enforcement in fiscal '18. Under the bill, professional and amateur athletes, coaches and sports organization staff taking part in major sports events in Japan "will be subject to drug testing" (KYODO, 4/27).

Former horse trainer Sean Woods is suing the Hong Kong Jockey Club, "claiming he was not provided with a level playing field after being given substandard training facilities that affected his performance and damaged his reputation." Woods, who trained 279 winners in Hong Kong after arriving in '02 but had just 10 in his last season, "failed to meet the Jockey Club’s performance criteria for three straight years" and was subsequently not granted a license for the '16-17 season (SOUTH CHINA MORNING POST, 4/27).
