FIFA Fines Spanish FA For Transfer Rule Violations By Real, Atlético Madrid

FIFA fined the Spanish Football Federation (RFEF) "for breaking rules governing the international transfer and registration of minors by allowing Atlético and Real Madrid to sign underage players from other countries," according to Adriana Garcia of REUTERS. In January, FIFA banned the Madrid clubs "from participating in two consecutive transfer windows for breaching rules regarding the signing of underage non-Spanish players, similar punishment to that handed out to Barcelona" in '15. FIFA's Disciplinary Committee ruled on Tuesday that the RFEF must pay 220,000 Swiss francs ($221,283) for breaching article 19 of its regulations on the status and transfers of players, which is "designed to protect minors." The RFEF has been given a further six months to regularize its "existing system within the country" and has also been issued with a "warning and a reprimand" (REUTERS, 10/25). ESPN.com's Dermot Corrigan wrote the RFEF "was also sanctioned" when Barcelona was found "guilty of breaking the same youth transfer rules, which ultimately resulted in a transfer ban that prevented the Catalan club from registering any new signings" in '15. FIFA "has strict rules on the international transfer of minors because some European clubs in the past have stockpiled young overseas talent, only to release those players a long way from home when they fail to make the grade" (ESPN.com, 10/25).
