Football Notes: FIFA Still Pondering Kosovo Plea For Player Switch

FIFA said that it "is still considering a request" from new member Kosovo to allow a number of players to switch national teams and represent it. Kosovo was accepted as a member of FIFA and UEFA in May "despite fierce opposition from Serbia." FIFA said it received a "series of requests for change of associations from the Football Federation of Kosovo." It added, "The various applications are currently pending and being investigated. As a result we are not in a position to further comment on them, nor to give an estimation of the time line." Kosovo, which declared independence from Serbia in '08, said on Wednesday that it "made requests for nine players to switch national teams, without identifying them" (REUTERS, 9/1).

Argentine first division side River Plate President Rodolfo D'Onofrio sent a "clear message to the team's fans." Referencing xenophobic chants he heard last Sunday, he said, "I am totally against this chant. People do not realize what they are chanting. One does not have to punish a Paraguayan or Bolivian brother. This has to be prohibited" (CLARÍN, 8/31).

Argentine first division side Estudiantes Chair Juan Sebastián Verón is looking to "export the 'Estudiantes Model' to India." He recently scheduled a trip there, where along with Estudiantes Coordinator of Amateur Football Hermes Desio he will present a project combining football and education. Another purpose of the trip "will be to meet with regional government representatives and businessmen in India to discuss investments in the club" (CLARÍN, 8/31).

Indonesian football watchdog organization Save Our Soccer "has made a shocking claim" that most foreign football players in Indonesia do not possess an official work permit as regulated by the law. Sports Minister Imam Nahrawi "has since put the blame on football operator Gelora Trisula Semesta." The Indonesian government "requires all foreign citizens to hold a temporary stay permit, or Kitas, to work in the country, a necessity that most imported footballers reportedly do not possess." According to SOS' investigation, a total of 81 foreign footballers and coaches in 11 national football clubs "carry the wrong papers when fulfilling their professional contract in the Indonesian Soccer Championship this year" (JAKARTA GLOBE, 9/1).

ISIS "has reportedly outlawed football referees in one of its Syrian strongholds" because they implement FIFA rules "in violation of the commands of Allah." The U.K.-based Syrian Observatory or Human Rights said that "commanders had also drawn up a list of rules detailing how injured players can be compensated by their opponents under Sharia law." Monitors reported that the so-called Islamic State had declared the implementation of int'l football rules "illegitimate" in Deir ez-Zor governorate (London INDEPENDENT, 8/31).
