FFA Gives Fans Right To Appeal Bans In Sweeping Review To A-League Banning Notices

Football fans "will be given the chance to appeal any venue bans after the Football Federation of Australia board ratified an overhaul over its controversial banning process," according to Dominic Bossi of the SYDNEY MORNING HERALD. As a result of the mass boycott of games and fan protests late last year, FFA "unveiled a sweeping reform of its banning procedure that will provide transparency, fairness and a more judicial process by giving any who breach the spectator code of conduct an opportunity to appeal decisions to an independent committee." Effective immediately, the reforms "take the view that fans remain innocent until proven guilty and wherever legally possible will give fans access to footage or evidence as to why they've been alleged to have committed an act." A notice of intention to ban "will be the first step in the new banning procedure, determined by the FFA Security Committee." Under the new system, appeals "will be heard by an independent body" -- the Football Independent Banning Appeal Committee -- that will be comprised of several legal representatives (SMH, 2/15). In Sydney, Ray Gatt wrote FFA Chair Steven Lowy is adamant the governing body is not prepared to "compromise or move one inch" on the issue of the safety of fans at A-League games despite suggestions it has "kowtowed to supporter groups." Lowy said that "the new process was not a backdown." He said, "It is not an issue of kowtowing (to the fans). There were a whole range of issues that came up through circumstances and we addressed them. We will not compromise on the public safety of fans, we have not moved an inch on that stand. It was not a knee-jerk reaction to what a very complex issue" (THE AUSTRALIAN, 2/16).
