LLDC Appeals Against Disclosing West Ham Olympic Stadium Details

Managers of the Olympic Stadium are "to fight a decision to make public the details of a rental deal with West Ham," according to Frank Keogh of the BBC. The London Legacy Development Corp. said that it "does not want sensitive financial figures revealed." However, it said it "will publish some more information about the arrangement." West Ham, which moves to the Olympic Stadium for the start of the '16-17 season, said that it "would be happy for the entire document to be released, apart from shareholder details." Last month, the Information Commissioner said that the corporation "must comply with a Freedom of Information request seeking details of the tenancy agreement, but it is now appealing against that decision." A spokesperson for the LLDC said, "The appeal relates only to information which, if released, could significantly reduce the level of financial return to the taxpayer as it would undermine negotiations with future users of the stadium and other partners." The LLDC said that it is committed to "maximizing transparency" and is "preparing to publish more details of the agreement that fall outside the terms of its appeal." A BBC documentary said that "the Hammers were having many of the running costs of the stadium paid for by the taxpayer under the terms of the tenancy agreement" (BBC,10/1) In London, Owen Gibson reported the LLDC "fears that publishing the terms of West Ham's deal could harm its negotiations with other potential tenants" in the £701M ($1.1B) stadium. It has spent £272M ($413M), "largely from public funds, to convert it to a dual-use venue for football and athletics." The extra details to be published by the LLDC "will not include the all-important details of how much West Ham is paying in rent," thought to be £2.5M ($3.8M) a year, "or how catering, merchandising, hospitality and naming rights are split." Nor will it include details of "how much money would return to the taxpayer in the event of the club being sold" (GUARDIAN, 10/1).
