FIFA To Vote On Whether World Cup Bidding Report Should Be Published

FIFA's exec committee "will next week be asked to vote on whether the Garcia report into World Cup bidding should be published," according to the PA. FIFA Exec Committee member Theo Zwanziger "will formally put forward the proposal at the ExCo meeting in Marrakesh." Zwanziger "proposed that the names contained in the 430 page report be redacted." Zwanziger "wants fellow members to agree to a change of the ethics code which, via Article 36, currently prohibits the publication." Zwanziger said, "I would like to see this ban relaxed so that the FIFA executive committee, as well as the public, in an appropriate form can be informed of the contents of the investigation.'' Zwanziger has previously said awarding the 2022 World Cup to Qatar was "one of the biggest mistakes ever in the history of sport'' and in September suggested it will be moved from the country due to the scorching heat (PA, 12/11). REUTERS' Philip O'Connor wrote Swedish FA (SvFF) Chair Karl-Erik Nilsson said that FIFA "could learn a lot from the Nordic model of transparency and openness and should release the Garcia corruption report in full." Nilsson: "We live in a country where we are used to transparency and openness, and it is much easier as one doesn't have to doubt or speculate about what is in different documents." Only a 42-page statement based on a report by American lawyer Michael Garcia investigating allegations of corruption over the awarding of the 2018 and 2022 World Cups to Russia and Qatar "has been released." FIFA "has been reluctant to publish the full report, citing concerns over confidentiality." Nilsson said, "We are aware that certain people have testified under the condition that it would not be made public. But in that case, try to do something to make sure that it's not apparent who they are so that the report can be published" (REUTERS, 12/12).
