Dubbed "Captains of Change," the initiative is designed to "open the game at all levels to a wider range of potential administrators regardless of origin and background" (INSIDE WORLD FOOTBALL, 9/15). ... Scottish Championship side Rangers is "periodically linked with a move south." But if Scotland votes to leave the U.K., "Celtic and Rangers would have no chance of playing in an English league." A Premier League club source said, "If Scotland does vote 'yes,' Rangers and Celtic will never be invited south" (London DAILY STAR, 9/14).
