The Arkansas Ethics Commission on Friday said that Cowboys Owner JERRY JONES "violated Arkansas law when he gave dozens of North Little Rock police officers free travel, accommodations and tickets to Cowboys football games last year." The panel "voted 3-2 to issue a warning, but no penalty, to Jones." A majority of members "voted to find that Jones committed an 'unintentional violation,'" which "bars gifts valued at more than $100 to public servants for the performance of their duties and responsibilities" (ARKANSASNEWS.com, 5/19).

GO WEST, YOUNG MAN: Stronach Group COO TIM RITVO is leaving his "East Coast base" and moving to Arcadia, Calif., to "try to revitalize Santa Anita Park." Ritvo is known as Stronach Group Founder FRANK STRONACH's "fix-it guy, having helped transform racing at Gulfstream Park and successfully moving racing in Maryland to Laurel Park for most of the year." Santa Anita has "struggled recently with attendance and a shortage of horses." It is "unclear whether this will change the duties or eliminate any of the current management team at Santa Anita" (L.A. TIMES, 5/21).

LEAVE OF ABSENCE: NFLPA Associate General Counsel HEATHER MCPHEE, who has been involved in defending high profile NFLers in league disciplinary matters, was arrested by the U.S. Capitol Police for driving under the influence and resisting arrest shortly after midnight Thursday morning. NFLPA Assistant Exec Dir of External Affairs GEORGE ATALLAH declined to comment or answer questions about the incident, but issued a statement to THE DAILY. "Our primary concern is for Heather as a friend and a colleague, and she has agreed to go on leave," Atallah said. McPhee has worked at the NFLPA since '09 (Liz Mullen, Staff Writer).

NAMES: IndyCar driver SCOTT DIXON and former driver DARIO FRANCHITTI  "were robbed at gunpoint at a Taco Bell" in Indianapolis last night just hours after Dixon "was awarded the pole" for Sunday's Indy 500. Two teenagers "were later arrested" for the robbery (FOX59.com, 5/22).... Cubs President of Baseball Operations THEO EPSTEIN served as Yale's commencement speaker yesterday, addressing the crowd of more than 10,000 for "nearly 30 minutes." Epstein graduated from Yale in '95 (HARTFORD COURANT, 5/22)....Former MLBer DAVID ORTIZ yesterday “received an honorary degree” from Boston Univ. (BOSTON GLOBE, 5/22)....Jaguars WR ALLEN HURNS made a $7,500 donation to the Miami Carol City Senior High School athletic department, his alma mater, giving “boxes upon boxes of arm sleeves and headbands” striped in the school’s colors and bearing its logo (MIAMI HERALD, 5/21)....The Bush Center’s Warrior Open in ’18 will be played on the two days after the PGA Tour AT&T Byron Nelson. The event, which “honors the service, sacrifice and resilience of post-9/11 warriors and their families,” has been in existence since ’11. This year’s tournament starts today at Prestonwood Golf Club in Dallas. The Warrior Open will “expand from one to two days” in ’18 and will “include a pro-am” (DALLASNEWS.com, 5/21).
