IOC Creates Working Group To Consider Changes To Olympics Candidate Process

The chance of a joint award of the '24 and '28 Games when the IOC meets in September "seemed to grow more likely Friday when the IOC announced the creation of a working group to consider changes to the candidature process," according to Rachel Axon of USA TODAY. IOC President Thomas Bach said all options "are on the table," leaving open the possibility that L.A. and Paris could each be selected as an Olympic host. Both cities have said that they are focused on securing the '24 Games when the IOC votes in September. Bach said that the IOC’s four VPs would "serve on a working group tasked with exploring changes to the candidature process." The IOC has "sought to reduce the cost of bidding and hosting the Games under Agenda 2020, a set of reforms that emphasizes sustainability and the use of existing venues." The '24 bid process is the first to be reviewed under those criteria. The group’s recommendations in July are "likely to signal how the September vote will go." Bach said that whether the IOC needs to take a vote, such as to change the Olympic charter, will "depend on what the group recommends." With both bids focused on '24, there would be "contractual obstacles" to adjusting one for '28 (USA TODAY, 3/17). Bach said, "You must always have room for interpretation to adapt to changing times. The charter is flexible enough also in this respect." The AP notes Bach since December has "repeated warnings about a bid process that produces 'too many losers,'" suggesting concerns that the city which lost a '24 vote would not return with a candidacy for the '28 Games (AP, 3/17).
