Former Inglewood Employee Claims City Massaged Books In Order To Lure NFL Team

Former Inglewood Budget & Accounting Manager Barbara Ohno in a federal lawsuit claims that the city "massaged its accounting books to mask its financial problems" as it "competed against Carson" to house an NFL team, according to Angel Jennings of the L.A. TIMES. Ohno in the complaint said that Inglewood Mayor James Butts "ordered employees to 'create a facade of financial responsibility and well-being for the city.'" She also claimed in the 48-page complaint that officials "padded the general fund" in order to "improve the city's chances of winning the NFL team derby" (LATIMES.com, 5/25). In DC, Des Bieler noted Butts, Inglewood CFO David Esparza and Assistant Finance Dir Sharon Koike are "named in the suit." Ohno alleges that Inglewood "improperly pooled revenue and grant money, normally earmarked and segregated for specific uses, into one large pool." The lawsuit specifically cites the city "tapping into 'Asset Forfeiture' funds, meant for police-related expenses, and its water fund." Butts said that Inglewood was "never required to present financial data to the NFL" (WASHINGTONPOST.com, 5/25).
