WARREN LEGARIE said that Penn “declined a job offer for the Timberwolves’ head of basketball operations job after the Trail Blazers promoted him” and gave him the “promise of a new, sweetened contract.” In Minneapolis, Jerry Zgoda notes in turning down the T’Wolves, Penn, the team’s “leading candidate,” became the “third man this month to withdraw” from consideration (
