    In what may be his strongest reaction yet to the Patriots' Spygate scandal, NFL Commissioner Roger Goodell sends a memo to the league's Competition Committee calling for unannounced inspections of locker rooms, press boxes and in-game communication equipment in order to "preserve the competitive integrity of the game." He also is seeking to lower the standard of proof needed to impose penalties against those found guilty of cheating. After receiving a large amount of criticism leading up to the Super Bowl for his handling of the Pats’ incident, not to mention the lingering scrutiny of U.S. Sen. Arlen Specter and others on Capitol Hill, Goodell clearly is hoping the stiffer proposals will erase the black cloud hanging over the league since September.
