Cox Communications said Tuesday that President & CEO JAMES ROBBINS will retire at the end of the year. Exec VP & COO PATRICK ESSER will become President of the MSO upon Robbins’ retirement (MULTICHANNEL.com, 7/26).

LIGHTNING: The Lightning signed Exec VP & GM JAY FEASTER to a contract extension through the 2010-11 season (Lightning). Also, HARRY HUTT was named Exec VP/Corporate Sales & Marketing. Hutt has served as a consultant for the Lightning since January and previously ran Hutt Sports Group (TAMPA TRIBUNE, 7/27).

ICE TIME: USA Hockey named Thrashers Exec VP & GM DON WADDELL GM, Flyers Assistant GM PAUL HOLMGREN Assistant GM and USA Hockey Senior Dir of Hockey Operations JIM JOHANNSON Dir of Hockey Operations for the ’06 U.S. Olympic Men’s Ice Hockey Team (USA Hockey).

FRANCHISE: The AFL Chicago Rush promoted Senior VP & GM MIKE POLISKY to President & GM (Rush)....The AFL Colorado Crush promoted Dir of Football Operations MICHAEL MACISZEWSKI to GM (Crush)....The Blackhawks named JIM BLANEY Dir of Community Outreach and ANGELA ARMBRUSTER Manager of Community Outreach.
