Stars GM BOB GAINEY is stepping down after this season to take a consulting position with the team. Assistant GM DOUG ARMSTRONG will replace Gainey (Mult., 12/3). In Dallas, Chuck Carlton wrote, "After 10 years as [GM] and after building a Stanley Cup champion, Gainey expressed the desire for change and to go out on his own terms" (DALLAS MORNING NEWS, 12/3). Also in Dallas, Kevin Blackistone writes that because of Gainey, the Stars "are the best-run pro sports franchise in or around Dallas, and one of the best run in all of sports" (DALLAS MORNING NEWS, 12/4) ....The NHL Panthers have formally announced that BILL TORREY is relinquishing his duties as team President & GM. Torrey will remain with the Panthers as Governor and will continue to rep the team by serving on the NHL Exec Committee (Panthers). ...The Indians have named Tigers Assistant GM STEVE LUBRATICH as Dir of Player Personnel. Lubratich will report directly to GM MARK SHAPIRO (AKRON BEACON JOURNAL, 12/4)....CFL Saskatchewan Roughriders Assistant GM BOB VESPAZIANI has agreed to a new one-year contract (Roughriders).
