MOVEMENT FOR DOWNTOWN PHOENIX STADIUM GETS MORE BIG MO

          Supporters of a downtown Phoenix stadium for the NFL
     Cardinals "want to link its development to a proposed" $500M
     expansion of the city's Civic Plaza, outlining three
     potential sites yesterday before a City Council
     subcommittee, according to Shaun McKinnon of the ARIZONA
     REPUBLIC.  By combining a new stadium with an expanded civic
     center, "supporters could ask the Legislature for help in
     paying for roads, parking, and other infrastructure costs,
     which would add tens of millions of dollars to the"
     stadium's $335M price tag.  Supporters also feel the plan
     would make the city "a magnet for such A-list events as
     national political conventions and the NCAA Final Four." 
     Supporters hope the new development plan is a way "to win
     over" Phoenix Mayor Skip Rimsza, who has resisted a downtown
     stadium.  The City Council subcommittee has tentatively
     agreed to contribute $50,000 to a cost and feasibility study
     of three potential downtown sites (ARIZONA REPUBLIC, 11/29).
