ELLMAN SAYS HE IS TALKING WITH TEMPE EXECS ON ARENA

          A "political stalemate" has "frustrated" developer and
     prospective Coyotes co-Owner Steve Ellman's efforts to build
     a new arena for the team in Scottsdale, according to Chip
     Scutari of the ARIZONA REPUBLIC.  Ellman says that he is now
     looking to Tempe's lakefront as a new location for the
     project.  Ellman: "We're talking to a lot of people. ...
     We're still committed to Scottsdale, but the City Council is
     making it tough."  Ellman met with Tempe Mayor Neil Giuliano
     and other Tempe officials last week to detail his $575M
     arena proposal.  Tempe has not offered any public financing
     or tax breaks to Ellman.  Meanwhile, if the arena project is
     moved from Scottsdale, Ellman would not be able to use
     approximately $100M in public money generated by a stadium
     district taxing plan approved by Scottsdale voters last
     November.  However, changes could be made in the state
     legislation enabling the stadium district to redraw the
     boundaries to include Tempe, allowing Ellman to "make a
     pitch" for state sales taxes (ARIZONA REPUBLIC, 10/18).
