STUDY DOESN'T PAINT NEW CARDS STADIUM AS A GOLD MINE

          Ernst & Young completed a $75,000 study that "confirmed
     it would cost" the cities of Mesa and Tempe $122M to prepare
     a joint site for a stadium for the NFL Cardinals, according
     to Beard & Diaz of the ARIZONA REPUBLIC.  In return, the
     study shows that the development "would generate relatively
     little money -- about $15.8 million in present dollars --
     for the two cities over the next 30 years."  Mesa City
     Council member Bill Jaffa, who is also an accountant, said,
     "I'm not sure I'm excited about investing $122 million to
     get $15 million in 30 years."  Tempe City Council member
     Dennis Cahill said he does not "want to see the Cardinals
     leave, but it's way too much for Tempe to pay.  We would
     need help."  Beard & Diaz add that the study is the "first
     detailed look at what any city would have to pay to host"
     the proposed $331M facility.  Maricopa County will vote on
     the stadium bill November 7 (ARIZONA REPUBLIC, 9/20).
